Caraga Research Agenda 2017-2022



Research seeks to advance the existing body of knowledge and addresses a variety of pertinent issues that need to be solved for development to continue. To date, the world has spent US$1.7 trillion in research and development (R&D) according to UNESCO Institute for Statistics (2016).

R&D is critical in the transition towards a knowledge-based economy as it contributes to increased productivity (The Economic and Social Commission for Asia and the Pacific, 2013). Blackburn, Hung, and Pozzolo (2000) added that research leads to innovation and innovation drives economic growth.

The Sustainable Development Goals (SDGs) are included in Goal 9 (Build resilient infrastructure, promote sustainable industrialization and foster innovation) goal on research and innovation (United Nations 2016).

The Philippines is trailing behind its counterparts in East Asia and the Pacific in terms of R&D (UNESCO Institute for Statistics 2016). Locally, Caraga has the second smallest number of R&D personnel among regions in 2013 or 1 percent of the total R&D personnel in the country  and is contributing only 0.76% to the total R&D expenditure of the country in 2013 (DOST 2013 R&D Survey, 2012 Census of Philippine Business and Industry).

The Regional Development Councils (RDCs) are mandated through Executive Order 325 to monitor and evaluate government development projects and subsequently provide policy recommendations, which will improve performance and achieve desired results by studying the impacts of programs and projects through research.

The Caraga RDC recognizes the crucial role that research plays in development. Further, the Caraga RDC acknowledges that the challenges that will result from ASEAN integration and the targets of the Sustainable Development Goals (SDGs) are good subjects of research.

Hence, the Caraga RDC deems it critical to formulate a unified regional research agenda, where the academe, local government units, private sector, regional line agencies, and research consortia can base their research priorities.


The Caraga Research Agenda 2017-2022 follows the framework adopted by the Caraga Regional Development Plan (RDP) 2017-2022 to ensure alignment of research topics to the achievement of the RDP outcomes. Hence, the chapters presented here follows the pillars of the RDP, as follows:
