Private Sector Representatives (PSRs) from the Caraga Regional Development Council (RDC) participated in the 13th RDC-PSRs’ National Convention on 28-29 April 2022 via Zoom videoconference. This year’s Convention, with the theme “PANAGKAKAYSA: Strengthening Unity, Harnessing Cooperation, and Sharing Responsibility Towards National Recovery”, highlighted the importance of a collaborative partnership between the private sector and the government to achieve recovery from the pandemic and inclusive development.

Dr. Isagani J. Sarmiento of the Council for the Restoration of Filipino Values, in his keynote message, emphasized the need for transformational leadership in attaining continuing improvement for national healing and recovery. He mentioned that to achieve the nation’s vision, the principle of “three” must be followed – a partnership between the government and private sector, with moral transformation principles in mind.

The first day of the Convention featured relevant topics that discussed the role of the PSRs as partners in socioeconomic recovery, viz:

  1. Gearing Towards Economic Recovery from COVID-19 by National Economic and Development Authority (NEDA) Regional Development Group (RDG) USec. Mercedita A. Sombilla;
  2. Public Utility Vehicle Modernization Plan by Department of Transportation (DOTr) – Program Manager of the PUV Modernization Program EnP Joemier Pontawe;
  3. Strengthening Virology Science in the Philippines: Addressing Concerns on Locally Developing and Producing Vaccines by Department of Science and Technology (DOST) Dir. Annabelle V. Briones;
  4. Climate Adaptation and Climate Justice towards Sustainable Recovery by Department of Environment and Natural Resources (DENR) Dir. Elenido Rosario-Basug; and
  5. The Role of PSRs in the Implementation of EO 138, S. 2021 on Full Devolution of Certain Functions of the Executive Branch to Local Government Unity by Dir. Anna Liza F. Boangua of the Department of Interior and Local Government (DILG) – Bureau of Local Government Development.

A Business Meeting was conducted on the second day which provided an avenue for the PSRs to discuss regional issues and concerns with national significance. Among the issues tackled was the Caraga RDC-PSRs’ recommendation to consider the confirmed RDC-PSRs as the pool for PSR membership in all special, affiliate, ad hoc, or sub-committees under the RDC which require PSR representation. Said recommendation was adopted by the body. The 13th RDC-PSRs National Convention was hosted by RDC I (Ilocos Region). About 200 RDC-PSRs across regions participated in the event. The 14th National Convention will be hosted by the RDC VI (Western Visayas Region).
